The Administration for Western Armenia (1915–18) was an Armenian provisional government, with the autonomous region initially set up around Lake Van after the Van Resistance of the Caucasus Campaign, with the leadership of Aram Manougian of Armenian Revolutionary Federation.The Armenian People from Ancient to Modern Times: Foreign Dominion to Statehood, edited by Richard G. Hovannisian. It was briefly referred to as Free Vaspurakan. After a setback beginning in August 1915, it was re-established in June 1916 as "Administration for Western Armenia" under the war zone. From December 1917, it was under Transcaucasian Commissariat, with Hakob Zavriev as the Commissar, and during the early stages of the establishment of Democratic Republic of Armenia, it was included with other Armenian National Councils in a briefly unified Armenia.
