Jagannath Mishra was born in 1937 in Bihar. He was a professor Economics and has done Ph. D in the field of Economics. He is the younger brother of Former Union Cabinet Railway Minister Late Lalit Narayan Mishra .
In an era of turbulence and uncertainty in the Bihar Politics around 1989 which witnessed many odds and evens in the entire political history of the state, he succeeded Senior Congress leader and the then Chief Minister of Bihar Late Satyendra Narayan Sinha (so called "Chhote Saheb") to become the C.M. of Bihar for the third time.Earlier during his second tenure as the Chief Minister, his government in the state was dismissed by the ruling Janata Party that came to power at the Center.He also served as Union Minister of Agriculture in Central Cabinet of Narsinharao govt.In 1998 he was expelled from Congress as he was critical of then Congress President Sita Ram Kesri’s style of functioning, had floated his own outfit Bihar Jana Congress (BJC). His expulsion came just two weeks prior to Sonia Gandhi became President of Congress Party. . He latter joined JD-U government of Bihar to resign just before Loksabha elections 2009
