John Paul Phelan (born 27 September 1978) is an Irish Fine Gael politician. He was elected as a Teachta Dála (TD) for the Carlow–Kilkenny constituency at the 2011 general election. He was elected in 2002 to Seanad Éireann by the Agricultural Panel, and was re-elected in 2007. He was the youngest member of the 22nd Seanad. He has a constituency office in Thomastown, Co. Kilkenny, which is open from Monday to Friday.

A graduate of Waterford Institute of Technology, Phelan was elected to Kilkenny County Council in 1999 for the Piltown electoral area, the youngest Councillor ever elected to that council.

At the 2007 general election he was a candidate in the Carlow–Kilkenny constituency. In a close contest for the last seat he was beaten by Mary White of the Green Party.

He was an unsuccessful candidate at the 2009 European Parliament election for the East constituency. He was the Fine Gael Seanad spokesperson on Enterprise, Trade and Employment, having previously held the portfolio of Seanad spokesperson on Finance.

In the 2011 General Election in February, he topped the poll on 1st preferences and was elected alongside the 2 other Fine Gael candidates on the last count, after an long count in Cillín Hill which lasted 2 days.
