José Luis Lopes da Costa e Silva (born Lisbon, 17 May 1958) was a forward on the Benfica side that dominated Portuguese football in the late-1970s and until middle-1980s.

He played four times for the National Team, being the first in 21 September 1983, with Finland (5–0), for the Euro-84 qualifyings, and the last, in 25 September 1985, with Czechoslovakia (0–1), in the World Cup qualifyings.

He was appointed by East Timor as their national head coach for their Tiger Cup debut in December 2004.

José Luís has spent much of his coaching career in his own country, enjoying success with Benfica's talented youth squads and also taking charge of teams in the Portugal second division.

He is looking forward to the challenge of leading Asia's youngest nation into their first ever Tiger Cup campaign.

"Hard work is ahead of us. I will only have a limited time with the players to prepare the challenge ahead, but I believe that we can create a team capable of dignifying our presence and the people of Timor Leste" said the newly appointed coach in a statement."
