Relative calm returns to Dili for the first time in more than a week of violence, with President Xanana Gusmão assuming special emergency powers, including command of an international peacekeeping force in Operation Astute. However, despite calls for him to step down, Prime Minister Marí Alkatiri sows confusion by saying he is still responsible for defence and security, denying that Gusmão is in charge.
