National Association for the Blind
says "On January 19, 1952, Blind Men’s Association convened the First All India Conference for the Blind in Mumbai. Mr. B. G. Kher - the then Premier of Bombay Province - moved a resolution in this conference, which led to the establishment of the NAB (India)."
