Richard M. Powell (December 15, 1916 – October 20, 1996) was an American screenwriter.

Born in Cincinnati, Ohio, he wrote scripts for a number of episodes of popular television series as well as for feature length films.

His credits included Quincy, The Mary Tyler Moore Show, M*A*S*H, Charlie's Angels, and The Andy Griffith Show. Powell was also a prolific writer for Hogan's Heroes, having written over a third of the 168 episodes. Many of the Hogan episodes were co-written with his writing partner, Arthur Julian.

Richard M. Powell died of prostate cancer in Los Angeles, California, aged 79.
